Can you explain your question in more detail?  What do you mean by “can I only create a flyover…”

When my project is complete I would like to create a video from different camera views of the entire proposed project. I’ve seen some videos on youtube using this program but they didn’t show how they did it.

Regardless of whether you have VISSIM data or not, you can create whatever animations you want from your model.

You would need to use the “auto key” or “set key” animation modes in 3ds Max Design to do that. There are loads of tutorials around to help you understand this process.  The quickest option is probably to start by looking at the “Set Up Cameras” movie in the “Essential Skills Movies” that show up when you first start 3ds Max Design (also available from the “Help > Essential Skills Movies” menu).

Alternatively, view the “3ds Max How To” movies at:

http://download.autodesk.com/us/3dsmaxproducts/

Select the “Animation” tab to find out about “set key” and “auto key”.
